BoundedStore

A store with the bound its documentation gives every call, as the Checkpointer contract requires (#1919), for CheckpointerContract.boundedStore: bound is how long any call may take, waits for its storage included, before it returns - with a failure, if it must. busy makes the storage busy for writers, as another connection or process holding a write would, until the handle it returns is closed.
